Would a Asus GeForce GTX 960 DirectCU II OC Strix 2048MB Graphics Card,Sapphire R9 280X Vapor-X 3072MB Graphics Card or a Sapphire Radeon R9 285 Dual-X OC 2048MB GDDR5 Graphics Card be best for this build?

R9 280x/ gtx 770 >gtx 960> 285. The 280x is the best option with 3 of vram and more steam processors than the other cards. Gtx 960 and 285 perform about the same, but I would give the gtx 960 the slight edge due to superior power efficiency.

Yes as long as you don't try to overclock the FX to 5ghz
