Help on how to build a PC on a budget

Hello, this is my first time building a computer, I'd like it for browsing, college work and I'll most likely play "war z" on it and my girlfriend likes to play the sims. I want to beable to upgrade it because I don't have a lot of money to spend I'm on a $370 budget, I already have the case, the thermaltake chaser mk-1. I was wondering how you decide how much wattage powersupply you need also? because the thermal take does have LED lights and a few bigger fans inside, if anyone could point me to some great parts it'd be much appreciated, thanks.
