Help on my graphics card choice!

There are 980 Ti's clocked to near or over 1200MHz that run $530 to $598, and the $598 one is an ASUS. Plus it's debatable whether that $370 CPU would run any better than a 4690k at only $256. Not many games even support 6 cores, and it will likely be some time before they do. Plus it's more than you need to spend on the PSU. A single 980 Ti can easily run on any decent 600w PSU.

Lastly, now is not a good time to buy a 980 Ti. The 1000 series is about to launch, which could drop prices on the 900 series.
 
I would say the best 980ti is the Evga Hybrid , You can overclock them to 1600mhz and they still hold at 50c-60c,

This is very close or faster than the 1080 when at base clock.

Buy a second hand one cheap, I wouldn't buy new

As GPUs are using 200-300 watts , it makes sense to water cool them , rather than CPUs which do good on air.
