Help on upgrade, to play The Division.

Hello everyone,
I am currently upgrading my computer I bought 2 years ago ( Gua 250) and in need of help.
I'm fairly new to building computers or rather upgrading, so here's my set up so far.

CPU : AMD FX-4130
RAM : 8.00GB Dual-Channel DDR3 @ 666MHz
Mother board : MSI 760GM-P34(FX) (MS-7641) (CPU1)
GPU : 4096MB ATI AMD Radeon R9 380 Series (MSI) *Updated recently
Storage: 931GB TOSHIBA DT01ACA100 ATA Device (SATA)
PSU : Thermaltake Smart Standard 650W 80 PLUS Bronze ATX12V 2.3 Power Supply SP-650P

I'm thinking on upgrading my processor to FX-8320E, but I saw on some other thread that it would bottleneck my GPU. So I would love to have some suggestions on processor that would fit my mother board to make my game ,The Division, smoother. Right now I'm having around 20 - 30 FPS on low and my processor is constantly overheating, why is that? Also if there's other way to improve my FPS please advice me.

Could you tell me why is this PSU bad? I wanted to know more about computers in general.
 


Never mind. The PSU is decent. I messed up the models.

Ah, I see. So do you think the FX-8320E would improve my fps dramatically after upgrade? I'm currently getting really low fps in the Divison. 20 - 30 fps only sometimes 10 when there's a lot of objects showing all at once. And is there any other ways to improve my FPS?
 


Many people have that motherboard for the AM3 systems. Unfortunately, it is not the best. and has poor VRM cooling which is why people would not recommend you the FX-8320 since it is 125W and will produce pretty big amount of heat which is
why people recommend the 8320E which is the power economic version.

Although 8320 will work well, 8320E is better for efficiency and heat handling.

If you decide on an aftermarket cooler such as 212 EVO or actually ANY 10-15$ GOOD CHEAP AFTERMARKET COOLER, it would be nice to just get the 8320, not 8320E. Do NOT overclock though. Once again, VRM cooling on your motherboard is bad.

Could you suggest a good motherboard for me if my VRM cooling system is horrible, I've been experiencing overheating lately.
This is my current Case : Thermaltake Commander MS-I ID VN400A1W2N Black SECC ATX Mid Tower Computer Case
I did a little research and saw there are different kinds of motherboard sizes, should I be looking for ATX mother boards right now? And would it fit perfectly and has same size as my current one?
