HELP. Overclock doesn't stay at 4.4 ghz amd fx6300

I have an amd fx6300 overclocked to 4.4ghz. The problem i have is that the cpu speed fluctuates between 4.4 ghz to 4.36 ghz it mostly stays around 4.399 ghz. I have also disabled CPU smart protection,AMD turbo technology and cool and quiet. Is there any way i can keep it at a constant 4.4 ghz where it doesn't go down

My mother board is a MSI 970 gaming
Cooler: Noctua nh u12s.

You won't hit 4.4 Ghz exactly. You'll might end up 2 or 3 Mhz less. If you are using task manager on windows 8 or 10, it's not exactly known for accuracy. Voltages are supposed to fluctuate. Your CPU isn't going to work at 100% all the time. If you are scared about the voltages fluctuating, you can put the voltage in override mode.
try to manually set the base clock or front side bus to 200. Also 4.36/4.399 isnt going to show a performance drop from 4.4ghz. It is most likely a frequency that isnt constant. But if it stays above 4.3 ish ghz there shouldnt be a problem. Based off the screenshot it is the base clock that is at 199.99, in the bios it is probably set for 200 or auto but i dont think it can be change to be surely at 200. bus speed or fsb x multiplier gets the clock speed

just curious; as ive been trying to reach roughly the same clock with little luck; what are you're voltages? if it wouldn't be too much trouble for you too list them...
