Help overclocking my i5 3550

Stock Cooler, I let the Mobo Do the Oc, With Oc Tuner(Brought me up to 4ghz according to cpu z), I recently read that having intel speed step or something on can throttle the cpu? Also I use Hwmonitor to watch temps, and the most i have seen the cpu's get to is 80 Deg cel. Thats after hours of gaming.
So, I also noticed some settings power phase control, to standard or optimized or extreme or manual, and Cpu Power Dutry Control T.probe or Extreme? Cpu load-line calibration (set to regular), cpu current capability(100%), cpu voltage frequency(250khz), . Does anyone know about this Mobo and this Cpu?
Can i set the Cpu fan to like run 80% speed or something most of the time? will it hurt it. I have had this set up for over 2 years, and only recently messed with overclocking. And i keep my case very clean and tidy :).
 
If it is just a plain chip number, without K or X after it (For example: 5960X or 4670K) then it is not unlocked with means no serious overclockes will work.

I simply would leave it at stock since it is not a K or X series CPU and then you dont risk killing your CPU aswell
