[SOLVED] Help pc does not boot how it shoud!

Video Card: NVIDIA GeForce GT 630 1GB GDDR5 Gainward
RAM: 4.0 GB
Operating System: Windows 7 64bit
PSU: 450w
Motherboard: [Intel : DP43TF] Intel P45 Express
Hello, so when i try to power on my pc it does boot normally but when i get to the windows 7 loading screen all of my fans go full speed and the pc restarts in a loop, but if i boot the pc in safe mode it works, if i boot in safe mode and then reboot from the start button it boots in normal windows like is does not have any problem.
I shoud mention that when i boot the pc is beeping one time only.

1 long beep followed by 2 short beeps	Video configuration failure (a faulty video card or no card installed), or an external ROM module does not properly checksum to zero.
1	Refresh failure
2	Parity can't be reset
3	First 64K memory failure

Yes but even when i install a fresh os without any software installed happens the same when i try to boot.
When i first bought that moba it was giving me some kind of cmos battery failure, i changed the cmos battery and did not happen no more.
I think the problem is the moba but i want to be sure before i buy another one.
