HELP, pc gets stuck on 'shutting down'

I can't shut down my pc, (windows>power>shutdown) i shut it down 2 days ago and came back to it on the shutting down screen. I forced it off by holding the button and turned it back on. I tested it again and it got stuck again. How do i fix this?, i can't imagine holding the power button mid shutdown is very good.

An option would be reinstalling Windows.
