You might need to go to a shop for this one. It's either that or start blindly replacing parts. A good shop will have all sorts of testing equipment, voltmeters, cable testers, psu testers etc to pinpoint the actual problem. Most of the basic problem solvers have been tried already to my knowledge. Without actually hooking up to diagnostic meters and tools, all of these are just educated guesses. Though uncommon, it's always possible there's an internal fault with the psu, a broken pathway on the motherboard somewhere etc and trying to find it without tools is like trying to find a needle in a haystack.
