Question HELP! PC on, fan running, no display and input

My pc is on and the fans are running, but my monitor says that there is no input. the displayport is plugged into my graphics card.

I have tried the following.

• trying every single RAM stick and slot on its own
• cleaning the RAM sticks
• Buying a new RAM
• plugging the monitor into a different pc to confirm that the monitor is fine (it is)
• reset the CMOS
• trying a different monitor
• another PSU
• remove the graphics card
• remove the hard disk
• change the battery of the motherboard
• remove the cpu, and put it back in
• I don't have onboard graphics, so i was unable to use it.

I have wasted hours on this. please help, i am very desperate.

Case: Cooler Master NR400 MAtx case
Motherboard: ASRock B450m/ac
CPU: Ryzen 5 3600 w/ stock cooler
GPU: AMD rx 5700xt
Ram: Corsair Vengeance rgb pro 16gb 3200mhz
Storage1: WD 1tb m.2 ssd
Storage2: Seagate 2tb 7200rpm Hdd
Case fans: Corsair Sp140 rgb pro

it does support ryzen 3000s it worked before and it says on the description

Ok , didn't realize you already had it up and running before this.
Description is irrelevant unless you know the BIOS is updated.

Well it could be anything. Bad PCie slot. Bad motherboard. Bad CPU. etc.

You have debug lights on that board right? Which one is red?
