Help PC restarts randomly

Hey guys, my pc is experiencing constant restarts randomly. I haven't been able to trace out the problem. I tried diagnosing the power supply and ram first(used windows memory diagnostic tool for checking ram) and both of them seemed fine. My temps for cpu are around 45 - 50 around idle and reach more than 60 when gaming. Though it still restarts after remaining idle for sometime. The catch is that it doesn't restart when it's in safe mode. I tried the sfc /scannow but it shows some error that windows resource protection found some corrupt files but was unable to repair them. To that I performed the DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH and received a message the source files couldn't be downloaded. The system specs are :-
1. Intel i7 2600@3.4
2. Amd r9 270x 4gb OC edition
3. 750gb hdd + 500 gb hdd (transcend)
4. 8gb + 4gb ram(transcend)

Solution
1) I would do all the updates to Windows 8.1 because anything you introduce (new game, update to xyz, etc.) could introduce the very elements that conflict with a outdated Windows code.
2) Make a new account and test under that account in normal mode. Does it have the same issue?
3) Download and run Autoruns in Administrator mode, disable elements that are set to 'startup' - reboot - observe - repeat until the one that is causing the issue is 'disabled'.
my computer was restarting randomly until i uninstalled MSI afterburner. it wasnt any overclock that was the problem, it was the program itself. if you have MSI AB installed i'd suggest trying that out.

how did you go about diagnosing the PSU?
 


1) list the PSU I don't see it listed, as that is a BIG issue for a while now that many are cheap and poorly made and arent' reliable.

2) Based on your answer that is only when NOT in Safe Mode leads to several software directions potentially.
A) First what version of Windows (assuming it is) specifically is it your running?
B) Have you installed ALL Windows Updates? No skipping or choosing.
C) What Antivirus are you using?
D) What antimalware are you using?
E) Have you donte a FULL scan with each (they are separate programs).
 
I have an antec 650W psu, and my operating system is windows 8.1 pro 64bit. I had given my PSU to a technician before and he had repaired it. My antivirus is avast premier 2016, I don't use an antimalware, though I had installed malwarebytes(free version) and performed a scan when I was trying to find a fix for this issue upon its inception. The scan showed no malware activity. I even used event viewer but there wasn't any useful information on it(the computer had undergone an unexpected restart). No I haven't updated my windows 8.1. There isn't a BSOD when it restarts.
