[SOLVED] HELP! Pc won’t work after new cpu and motherboard installation

I just replaced both my cpu and motherboard to the meg X570 unify and the Ryzen 7 3800x and my computer will “lag” a lot. The mouse will stutter along with audio and when I go to restart the computer, it won’t, it’ll just say restarting and sit there. I also noticed install wizard doesn’t work at all either. I already did a fresh install of windows but kept personal files.
Old cpu and motherboard: ASRock fatality x370 gaming x, Ryzen 7 1700

current system specs:
Msi meg x570 unify
Ryzen 7 3800x
G.skill flare x 16gb 3200
Gigabyte rx 5700xt
Windows 10 home

I already did a fresh install of windows but kept personal files.

that is not a fresh install.

get a usb flash drive
backup your data to another location or two.
download latest windows 10 iso from MS website and install it from there
