[SOLVED] HELP - PC wont boot if GPU is installed

my PC wont boot if my gpu is plugged into the mobo.

GPU - RX 570 4GB SAPPHIRE
CPU - I5 3570
RAM - 8GB
OS - WIN10
PSU - P-FUL PF600PW V2.3
MOBO - ASROCK H61M-VS
ROM - SEAGATE 500GB HDD

Ive been trying to boot my pc but it wont go even past bios when i have my gpu installed, my monitor has no signal and keyboard has no response, i tried booting without it and i have response from keyboard i havent been able to see display due to lack of standard VGA but im 100%, sure it boots without the GPU.

Idk if its fried or PSU issue but it was working fine a few days ago, i had small issues like green flickers and strange lines but rebooting seemed to fix it.

One day i tried booting it up but it wouldnt work i removed the gpu and reinstalled then it booted, i turned it off again before going to sleep now it wont boot at all i've tried reseating everything in mobo, nothing works anymore is the GPU faulty? Any help would be appreciated i just got the pc 2 weeks ago..
