Question HELP, PC won't post and no USB power

Hi, so I went to boot up my PC today and my fans would spin up and LED's would turn on but there was no power to my mouse and keyboard and my GPU fan was at 100%. So I tried resetting my Cmos changing the RAM and unplugging everything and plugging it back in and still nothing. Here are my specs https://pcpartpicker.com/list/s4jZ7W. sadly no but I am more convinced that it is the mobo
