Question Help pc wont post

Ryzen 3600x
Gigabyte x570 gaming
Evga 2080 super
4x8gb corsair vengeance 3200 mhz
Seasonic focus gold 650

I just bought a new case the corsair 5000d airflow and installed new case fans with it as well now when i power up system it does 1 of 2 things

1. It starts all rgb and fans at MAX speed and has no display the results are the same with the gpu and ram removed entirely

2. It starts all rgb and fans at NORMAL speed and has no display the results are the same with the gpu and ram removed entirely

It seems to be random whether it starts normal speed or max

I have tried different gpu
0-4 ram sticks in varying slots
i have reseated all cables
i have reset cmos
I have tried multiple monitors and cables

Any help is appreciated

I would suspect not enough power from PSU.

Should i disconnect all the rgb and fans to test?

I disconnected 7 of the fans entirely including a usb 2.0 hub for all the rgb and still does same thing
