Help picking and building first pc

Hi. I'm looking to build my first pc, but I don't know where to start.
My budget is 12-1300. I would mainly use it for gaming and just messing around on the internet. I don't need some electronic behemoth that can play everything at max settings while streaming at the same time. Running most games at mid to high settings would be fine for me.
It would be nice if it could run art programs like Photoshop or manga studio and audio editing like audacity too, but that's not a major concern.
Anyone have any suggestions for a build that would get the most out of my budget, and where I could learn to put it together properly?

Please tell me more. What resolution do you want to play at? Does the budget include games, controllers, windows 10, and other such software or peripherals?

I went purposely low for the sake of caution. In case more of the budget needs to go for other things. I went with 3600MHz RAM because it was the best deal on a stick of 8GB of RAM. I could have went with something like this instead.

But it would not have allowed for much extra in case it was needed.

I can't figure out how to reply directly, so here's the specifics for the first reply.
For resolution, 1080 will be fine for my needs. The budget would be for the parts, os (probably windows), and the monitor, and I could push it to about 1400, but would prefer not to. The games, programs, and such i would get separately as I need them. If I understand what you mean by peripherals, than just the usual mouse, key board, usb and maybe an external hard drive.

All you need is this. You can customize it to your liking. For example get a different case or different keyboard/mouse if you like. Really you can get anything different as long as you make sure it's compatible.
