What can I do to improve this build I'm interested in water cooling and RGB lighting in the PC are they worth it if so how should I go about them
Would not change much, yes other build above is cheaper, but yours looks great. Minor things that imo look as good or perform as good and make it a little cheaper,

If this is something you intend to keep, for as long as possible, I would say a Ryzen 9, 3900x, would be a good idea, so you have better multi-threaded support, in the future. SLI is dead. Your PC budget is enough to actually include monitor, and peripherals.

Similar specs to my build. Not a fan of Asus or ASRock but it's just my experience with those products in the past. Change your mobo to a MSI Z390 model and change the PSU to a EVGA. With the 9900K i recommend AT LEAST a 280mm Cooler.

How long in the past?
Asrock came a long way and the model that he selected is actually pretty solid, Taichi been one of the best Z390 motherboards.
