I am very new to PC gaming and having to learn a lot. I just bought a Pre Built online and am already having issues, when I download games I.E. Call Of Duty : MW or APEX Legends they will not launch or they launch but don't come up for me to actually play they just say running but nothing is there. I have tried checking for a virus and I know my PC specs are able to run both games. not really sure what I might have done wrong during install to cause it but I have reinstalled both the steam launcher and Blizzard launcher and both games to no avail. I am hesitant to try to boot BIOS because of my lack of knowledge. any tips or tricks that I could try to help possibly fix the issue. thank you in advance and please forgive my lack of know how I have a lot to learn about pc Gaming. I will say however the PC came and the RGB fans did not light up nor did the front 3 fans run as they where not even plugged in when i checked the back. did I buy I really poor PC or am I just too green to realize I'm not installing games properly. PC Specs Below...

Intel Quad Core i5 3.2GHz, 8GB DDR3 RAM, 120GB SSD(C drive) + 1TB 7200 RPM HDD(D drive), Windows 10, GTX 1050TI Graphics Card

Software/games not launching/running is usually due to Windows and lack of proper drivers.
That looks like poorly assembled and set up system, maybe inadequate BIOS and windows not set up correctly.
First thing I would do is to use program like HWinfo and/or CPU-Z to see if list of parts matches the list in the invoice or what was advertised as.

No idea about games but run this and lets take a peek at the parts mix.

UserBenchmarks: Game 24%, Desk 78%, Work 20%
CPU: Intel Core i5-4570 - 72.5%
GPU: Nvidia GTX 1050-Ti - 28.4%
SSD: Sandisk SD6SB1M064G1022I 120GB - 80.1%
HDD: WD WD1002FBYS-02A6B0 1TB - 12.9%
RAM: Ramaxel RMR1870EC58E9F1333 2x4GB - 48.6%
MBD: Dell OptiPlex 9020

it said I scored in the 29th percentile. (of the 100 pc's with the same build 71 of them performed much better.)

yes i can still refund it. i have 30 days i just received it Tuesday evening
Yeah that looks bootleg to the max, never heard of periphero. Also, it says (renewed) which makes me think it's 'refurbished' so. Yeah I'd send it back and do more research on youtube to build your own. Or buy a pre-owned from a legitimate store. Not saying the one you got isn't a legitimate store, I just never heard of the brand and the whole listing just screams fishy to me.
My signature has my build, those are the brands I personally enjoy.

That is not a new pc. It's at least 4 years old (i5-4570) . Could be 9 years (i5-3470) or 11 years old also (depending on CPU installed)
Can you show screenshot from CPU-Z ?

I'd return it.

BTW - how much did you pay for it?

I paid the amazon sicker price of just over 600 for it, I did buy it with the full intention of upgrading pretty much everything in it over time but I wanted something baseline to guide my build as I have never assembled or disassembled a pc before. but I was expecting based off of what I do know to at least be able to run warzone or apex neither of which even fully boot up. if I do return it I will most likely end up building from scratch on PC parts picker and do much more research on all of the components I am putting in it to ensure it can do what I want to use it for.

Yeah, apologies for the negative sentiment towards your purchase, but that would be a much better idea, returning it and reinvesting that money into a custom build.
$600 you can get a good processor and mother board, then you can go for the other parts once you get some more money.
Or you can buy the cheaper parts first, such as a case, fans, AIO, RAMM, etc, and then get the most expensive parts last..
I'd probably just piece buy it over time if I were you, it's less hard on the wallet than just going all at once.
And if you do end up opting to get a pre-built anyways, I'd spend atleast a grand on it to make sure you don't end up with boot leg PSUs and MOBOS, like @Corwin65 mentioned.

But building your own will be more efficient in the end, you won't have a spare case lying around incase you decide to get a new case, or any other spare parts for that matter.
Godspeed!
