Help Please: PP-DLW Dual Xeon Speed Wrong?

I have the PP-DLW with 2 2.8GHz 533FSB processors installed.
I have 1 512 DDR266 (pc2100) unregistered module installed.

Video inits and here is what is displayed:

CPU : Intel(R) Xeon(TM) CPU 2.80GHz
Speed : 1.06 GHz Count : 2

Can anybody explain the Speed of 1.06GHz?

Please help,
I do not have much time left if I have to return anything.

OK.
It seems my motherboard for some reason is not automatically setting
the Ratio CMOS Setting. It is however letting me type the value in.

So for 2800MHz and a 133MHz clock frequency, I typed in the value
"21". (21 x 133 = 2793)

It "seems" to be working properly so far and the Speed : now shows
2800GHz.

Any comments please?

And, what is "Ratio CMOS Setting" set to in the BIOS ?
The default is [8], judging by the picture in the manual.
Perhaps a value of [21] would help ? (21x133=2.8GHz)

If that doesn't help, please post the revision number on the
motherboard (printed in white letters, next to the name
somewhere), the BIOS revision installed, the SSPEC five
character code on the two processor etc. That will help
identify any other issues.

Are your processors a C1 or D1, or are they an M0 ?

BIOS 026 and 027 contain microcode updates and support for
new processors. 028 is the latest BIOS:

Using AMIBCP75 and CTMC, I can see BIOS 028 has support for the
following Family Codes of Intel processors:

0F0A,0F11,0F12,0F22,0F24,0F25,0F27,0F29

For some reason, there are two entries for Family Code 0F25,
which won't hurt anything. (They are loaded sequentially, until
one "takes". Microcode patches are encrypted.) Maybe it is for
the two different cache sizes of the M0.

Check the family codes on your processors, and see if they are
on the list.

Maybe the Xeons aren't locked, or at least make all multipliers
less than or equal to 21 available ?

Please forgive my ignorance, but how can I tell if the Xeons are
locked and what exactly does locked mean?

"locked" means the cpu has a fixed, unchangeable multiplier. All intel
cpus since early PII days have a locked multiplier. An exception are
engeneering samples, and another exception are Xeon cpus (though I
believe you can't set a higher multiplier, only lower or equal than the
nominal multiplier, just as Paul suggested - you can try a higher one if
you want and report what happens, I'm curious ;-)).
Don't ask me why Xeon cpus don't have a fixed multiplier, I doubt much
people are going to play around with multiplier settings on dual boards
(not to mention most dual boards won't even allow setting FSB and
multiplier)...

Ok then these are not locked as I was able to set the multiplyer from
8 to 21.

Aside from 2 stop errors that have taken place during startup, the
system is working well.

Ii think there may be an intermittent driver load issue somewhere, but
the benchmarks have run look good.
