Help please someone out there i beg of you help

Hello everyone and thank you for reading my plea for help for off here is my pc

cpu intel 3960x i7 extreme
Mobo rampage vi extreme
Ram 64gb corsair dominator gt
Case copler master haf x
Cpu cooler corsair single fan liquid
Gtx 690 quad sli
Psu 1600 watt

About a year ago i tried to use a setting already on my bios for a default lighy overclock as soon as i clicked enter my pc shut off. When i restartsd it again it now randomly shuts off (sometimes as soon as.i turn it off to bios, never got a chance to evenload windows)i then noticed if i leave it off for a while then turn it on it lasts longer befire shutting off so i went and switched anll my settings in bios back to normal and installes latest bios.last night after months of self torment and sadness. I called my neughbor whos good with pc's we stripped the sucker all down and dusted sucked and blowed all the dust out of every single component including video cards and psu, giess what it now turns on and loads i even installed fresh windows 10, now heres the issue on speccy its showing my cou at 91 degrees on idle but my cpu is only using 2 percent, is this an cpu cooler issue or my cpu?please i beg of you someone help me have mercy on my soul

It could either be faulty readings (for some reason), or a failing/incorrectly seated CPU cooler.

Try installing another program (MSI Afterburner or HWMonitor are good options, but there are others). Do they report the same temperatures as Speccy does?

When you tore it down, did you remove/reseat the cooler? Did you reapply thermal paste?
 
Yes Sir, i did now as we soeak i just started the pc from fresh shutdown and cool off tine of about 10 minutes, now i gradually am watching my cpu temp go from 69-70 70-71 slowly on idle, now if i open any program it will just get hotter faster, you think it can be my cpu cooler?? The pc does not shut diwn randomly anymore and it is stable , it hurts me to watch these numbers go up like this, my pc is si cleaned now its loke new, but the cou keeos getting hotter
 
you cpu at 100c turns the pc off for safety reasons reset the cpu cooler make sure it is connected well apply some thermal to the cpu and some on the cooler.reset the bios to default settings. it is f10 i think, if does not help try to do a jumper clear it is 2pins on the mobo you take it out and put it into the clear cmos side. also remove the battery for at least 10mins
 
just like Ko888 asked. i think you should check to see if the cooler is working correctly. When i had my liquid cooler, my computer would over heat and shut down constantly. you might need to replace it, or even try a regular heatsink cooler with a fan.
