Help please - voltages reported by speccy are way off, can this be right?

In doing some research on computer upgrades, I came across some threads here advising use of "speccy". I was planning on upgrading mobo/CPU/ram, but in running speccy I received the following report - feel free to read it, but I copied the specific info that concerns me below the link.

Check the 12v values...

+3.3V: 3.328 V
+5V: 4.973 V

+5V HIGH THRESHOLD: 5.161 V
CMOS BATTERY: 3.248 V

That can't be right, can it? Would things even boot up? I know voltages should be within like 5% of their specs, but that's like 80% off. I'm running a PC Power and Cooling 750W that I bought in 2007 or 2008. Everything seems to be running alright.

Is there another way to test this aside from electronics hardware?
