Yeah you are fine to overclock. You could probably start at 4.3Ghz @1.3 volts. Sandybridge was well known for being able to handle quite a good voltage.
You will want to download a temp monitoring program like hwinfomonitor and a stress testing program, like real bench.

This is so you can overclock then stress test the system while watching temps. I wouldn't push the temp past 75C without doing a bit more research.

I didn't watch the video. Yes you can jump to 4.3, like 95% of those chips can hit 4.3Ghz and 1.3volt should be plenty for that. Increasing the speed does not risk damaging anything. As long as you keep the voltage reasonable. People run that cpu up to 1.4-1.45 volts but that is too high for my blood personally. I usually set 1.3-1.35 and see how high my overclock can get on that. Remember, more voltage=more heat so watch those temps.
