i bought a gaming pc from ebay and i'm relatively new when it comes to building pc's and such. my problem is that the fan at the back of the pc isn't spinning and i oc my cpu so i want make sure its running as cool as possible. when i opened it up there is a fan which is connected to the water cooling system parallel to the fan on the outside. is the fan intentionally not spinning to allow better cooling from the water cooling or is it a problem that needs to be fixed? thanks for any help you can offer
