Details please. All programs? Have you tried starting Windows in safe mode and experience the same thing?

Slow - Try running a Defragmentation
Start - Programs - Accessories - system tools - "Disk defragmenter"

Also,
Your issues are symptoms of a virus I would do scans for viurses and any kind of malware. Do you have an active virus scanner? If not I reccomend AVG. Also check for malware using Malwarebytes.
