Question HELP PLEASE!!!

Hey all my PC surged, basically i was running two extentions off one another i know thats stupid as <Mod Edit>. they surged and my pc turned off, after restarting my pc i encountered problem after problem, i then did a full reboot, still the problems persist, i play modern warfare and it looks like play dough....

My setup:
1080ti
i7 skylake
maximus rog x hero
850x platinum corsair
h150i water cooler corsair

1080ti and the game is looking like this? im using a rog strix XG32V monitor which is 2k but it should still run smoothly.
