Help psu voltage!

I need to set my spu to 115V. On the little red switch on the back I can read 115V. Does it means its currently on 115V or it means I can switch it to 115V?

It is on 115v. It most likely is a cheap PSU; a quality PSU has active PFC and no red switch.

It reads what it is set at currently.
