(HELP) R9 270x high speed fan and fps from 60 to 30 or lower

As the title say, my graphic card is acting weird it has like 3 or 4 years. Ive changed the paste, and fan speed allways when first run a game starts acelerating at high speed then it goes down and game perfomance too. For ex i used to play nier automata at 60 fps. Now 30 and it happens to everygame. Sometimes its worse like the performace reducing, and i cant get more than 20. i never overclocked or something... is it diying ? anyway to fixt it ? ive tryed to apply the paste many many times thin cape, a little more or less...and nothing helps :/
already uninstalled drivers with DU in safe mode. already scan for viruswith diferent malware programs... also i have a fresh windows :/
