Help recent PC issues

Okay so I don't know diddly about computers untill my first build that was to my dream build. I went AMD because intel has high pricing. Here is my build.
9590 black edition mounted on a ASUS M5A99FX PRO R2.0 With CORSAIR H100I top mounted radiator with 4 120mm fans in a push/pull config.
The RAM is 2x8GB Corsair Vengeance Pro series Blue 1866mhz and 2x4GB G.Skill Ripjaws X.1866mhz cooled by Corsair Dominator Triple Channel Airflow RAM cooler.
GPU is a single XFX RADEON R9 295X2 had to put it in the lower PCIE slot so I could use my wireless card. The radiator for that is at the top rear of the case with a push/pull fan config exhausting outwards.
PSU is a ROSEWILL Lightning 1300 80+gold so I can properly power everything.
Case is Sentay Burton series extended ATX black with a blue light effect for the fans, real nice to look at and matches with the MOBO nicely. Fans are set up like this. One 120mm in the front blowing on the drive bay, 2 on the side panel blowing on the MOBO and 1 on the bottom between the drive bay and PSU.I plan to put one blowing on the VRM and EPU and one on the other side panel facing the socket soon.
After a week of figuring out the BIOS and playing with the settings I got it to run smoothly with very fast response and no crashes clocked at 4.3ghz x21.5 @ 1.487v temps at 35c idle peaking at 41c socket temp 37@ idle peaking at 45-50c depending on how hot the day is since I dont have A/C. Peak is while playing FO4, Skyrim or TW3 all heavily modded while running several programs in the background.
I had to change out my old RAM because I think one of the sticks went bad and it just wouldn't start anymore. The led on the MOBO for the RAM was lit so I changed them out.
Running again like it was and then my BIOS settings started getting changed or reset to default that wants to run the chip at 5.1ghz that freezes the machine after a ten minutes in or when I try to open a program. I changed the battery on the MOBO thinking maybe it was bad but no change.
Today I spent the whole time watching Youtube vidios about the UEFI and tutorials on stable overcocking and read forums so I could try to get it to 4.7 and still run like it did or better so I played with the multiplier and voltage with no luck on the machine running. After 8 or 9 hours of this I gave up and tried to load the save I made of the settings that worked but it would not hold.
Using HWinfo64 to monitor the system I noticed it running 300-500ghz faster than the set value and the voltage was 1.51 but set at 4.7 I kept going back to the BIOS and again turbo core magically turned itself back on and other settings seemed off to me so I manually reset everything to how it was saved and exited and went back to look again and it was still running 3-500ghz faster than set to and pulling 5.1v.
Before getting my tablet out and writing this post I was struggling to figure the problem out going in and out of the BIOS it stopped loading and the MOBO light was lit for the CPU meaning there is a problem and it had to shut down and hopefully the built in safty features of the board did their job and kept the CPU from damage but before I push the power button again I would like some expert knowledge on possible problems and how to fix them.
I tried to be as detailed as possible so you would know what i'm workin here with so pick my brain ask questions, give me constructive criticism or just be a troll. I don't want to be told I should have bought Intel because I like AMD and enjoy the learning experiance it has been.
I forgot to add that RAM timings have been changed and they would be set to 1600mhz even though they are 1866mhz chips. If I remember correctly I believe they used to be 9-9-9 and now are 11-11-11. For now I have it unplugged and the MOBO battery removed as I am going to bed and allow this post to get responded to.
 


I broke the post down as you suggested but like I said the CPU is and has been underclocked to 4.3 the whole time and has run nicely like that. Now I cant seem to get it running at all. I has never been overclocked or even ran at stock 4.7, allways 4.3ghz. I was hoping for advice before I completely lose it and throw the whole darn thing in the trash.
 


Did you contact Asus for help with the motherboard issues? You kept talking about about overclocking and changing multiplier and voltage so sounded like you were looking to overclock the system. You may want to take the computer apart and check the CPU, you could have a bent pin. Also check for a BIOS update. If the BIOS settings do not save, it may just be a bad motherboard, or the CPU was damaged and is sending wrong signals to the motherboard about what it is and the speed and voltage it needs.
 


I contacted ASUS but have still not received a reply. I have no need to OC my setup as I been running it at 4.3 mhz that has been more than adequate for what I use the system for. My goal was to simply find stability for the 9590 base speed of 4.7mhz.
I took your advice and pulled all the components from the case to inspect and used the opportunity to deep clean everything. Found a decent amount of dust buildup on the back side of the mainboard where dust remover spray could not reach.
The chip looked great so I reapplied a generous amount of artic silver5 and carefully reattached the pump making sure the mounting screws where not pressing into and shorting the board. After reassembling everything I flashed the BIOS back to factory default and reinstalled the latest build of 2105 I believe.
I then manually reset to the defaults I had been running and ran into windows crashing on me after a few minutes. Getting discouraged I entered the BIOS and raised the multiplier while lowering the vcore voltage to 1.464
I also set the RAM timing to 11-11-11 stock being 10-11-10 and voilà, stable at 4.7mhz ran prime95 all night with no problems and only gained +4c on the CPU and MOBO temps. I now idle at 42c=night 47c=day (CPU) 32c=night 36c=day (MOBO) 34c=night 38c=day (socket) Peak temps running prime95 never exceded 69c CPU 38c MOBO 45c socket.
I am more than happy with the current settings and no longer require assistance on this topic but I am allways open to suggestions and tips from anyone willing to give them.
I believe my problem was the dust buildup on the back side of the mainboard statically shorting it and causing my settings to be changed or reset however I cannot be certain that that was the only problem but I will be taking extra steps to clean it on a regular basis for now on.
I will be running OCCT and some benchmarking tests to further test the systems stability but I can launch and run any game or program without lagging,stuttering,crashing or any other type of error and for this I am happy.
I am an avid fan of AMD products and have thoroughly enjoyed the wild and crazy ride it has been testing and tuning the absurdly power hungry and unstable FX9590 chipset. This is my first build and I admit I jumped into it without doing proper research on it but I have learned so much from hands on experience and the help of these forums and the great people who have helped me out along the way. Thank you, My problems are now resolved.
