Help reinstalling -'reboot and select proper boot device' problem

Hello everyone! Sorry more noob questions!

I am trying to install Windows 7 Home Premium onto a new Samsung 840 EVO 250GB

I keep experiencing the problem where the system says Reboot and select proper boot device whenever I try to boot from DVD which has Windows 7 Home Premium (X17-58997) mounted using Windows 7 USB/DVD Tool. I'm not sure why this is happening?

I tried using a USB but the Tool stopped at 99% and then failed.

I have tried booting with;
-Just DVD Drive
-DVD Drive + SSD
-DVD Drive + SSD + Old HDD with OEM copy of windows 7 Home Premium

Does anyone know why the DVD Drive is failing to boot? Any input is appreciated! Just need to know how to sort this out! Thanks!
 
"Reboot and select proper boot device" when trying to install Windows means the system is not booting from the appropriate device.

If installing from DVD, go into the BIOS Setup and set the CD/DVD drive as the first boot device.

If installing from a pen drive, set the USB device as the first boot device.

If your BIOS doesn't support booting from a USB device you cannot install from a pen drive, you must install from DVD media instead.
 
I can't use a USB as the USB tool stops at 99% and fails to complete.

That is why I am using the DVD Drive, and this is where I am getting the problem? :/
I have done all the setups as I said in the opening post all with the DVD drive as the 1st boot drive, and have even tried using the boot override function to make sure it is booting to the DVD drive, yet it is still giving me the same problem?
