help resetting my clocks

amd fx8320 base clock 3.5k turbo 4k

i used amd overdrive for a bit and then installed windows on an SSD, didn't really migrate files or anything. Now my CPU clocks are kind of strange, they stay at around 3.7k, and they don't seem to downclock in my desktop, when no games or other system programs are running. I tried a cmos reset via paperclip on the two prong things on my GA-78LMT-USB3 6.0. when i went into bios the date seemed to have been reset, but I do not know if that was only due to being unplugged, and I am not actually sure if the cmos reset went through.

for the most part having the cores running at 3.7 is not bad as the cooler can handle the outbut, but sometimes i feel i need the turbo boost to kick into a specific core, which does not seem to be happening.
 
Solution
Uninstall AMD Overdrive. Reset your bios Again.

Go to control panel > Power options > Balanced mode.

This should fix it. If not, enable powersaving options like Cool'N'Quiet or Eco Mode from bios.
