Question HELP - RTX video enhancement - I CANNOT GET IT TO WORK on RTX 4080

I have an RTX 4080/5800x3d and I'm using a Samsung QN90a TV as a monitor if that helps at all.
I cannot get the rtx video enhancement to work at all. I enable it in control panel and boom 0 effect on power draw and 0 effect on the quality of the video I'm playing whether I'm on Chrome or Edge.
I've disabled and reenabled, I've disabled, rebooted and enabled and every connotation of that and boom no difference.
Any advice?
Reinstalling drivers had no effect either.
I've tried setting chrome to high performance always, as well as the default 3d settings to high performance.
Baffled at what I'm missing?

I'm starting to think it doesnt like being connected to a television.

Have you changed the Quality on the Nvidia control panel for RTX Video to 4 for max quality, and make sure your browser Hardware Acceleration is enabled as well or it wont work, and no quality higher than 1080p or it wont work.
