To be honest, they're both pretty poor configurations. The first one saddles an unlocked i7 and a $120 cooler on what may very well be the cheapest motherboard available, yet still finds room for 32 GB of RAM without any use case that suggests that much is needed. The second one goes to an even higher end CPU, uses a higher end motherboard (again, not much given that would suggest this boost is necessary) and then drops the RAM down to a single stick of 8 GB of RAM and axes the SSD.

On a $1400 budget, I wouldn't consider either of these builds without major changes.
