I have a very severe case of artifacting, and I think the problem is the cpu or gpu. My resolution is locked to 800x600 and my of dosent recognise my graphics card. (Its fans spin and it says it's in the pci slot but doesn't do anything) when going to task manager a program that used to use <1% of my cpu (live wallpaper) now uses 80~90%!! I have tried reinstalling gpu drivers serval time now with no success and have checked pci slots etc for any dust. My gpu is getting EXTREMELY hot (even with the side panels off) and is roughly 90 degrees at least ( I have no software so that's a guess) even when at idle it still exceeds the temps.I recently upgraded my psu after an bit of hardware in my case started fizzing and producing a funny smell ( unsure on what it was but my best guess is the disk drive) when the fizzing occurred my pc shut off and wouldn't turn back on again. The next day my power supply and new case both arrived so I decided I would go for a fresh start and rebuild my pc. I had no anti static wriststrap whilst doing so but at most times made sure I was grounded by touching the copper my on my radiator. I installed my case leds 2 white led fans and booted up my pc. I was greeted by an awful afrifacting that after at least 10 driver uninstalls/reinstalls still persists. Here is a video showcasing my problem: https://youtu.be/FwG9YPboWpM. My pc specs are : fx 6350 (2or so years old) gtx 970 ( 1 and a half years old) evga supernova 650W 80+ gold psu, 8gb ddr3@1600mhz. Also I have checked it is no problem with my monitor as the bios looks crisp and has no aftifacting. I have also tried out VGA, DVI to HDMI and HDMI to HDMI and all show the exact same aftifacting.
