Hey guys,
Recently bought this computer and I've been having some issues. I got a used GTX 780 and popped it in, well I was not happy to see the results. It was a dud. I RMA'd it and they sent me a brand new one. I put it and started up my computer, to see stuttering. I noticed it in Skyrim first, then got Watch Dogs and it is very prominent there. I recorded a short bit, but you will notice it only records at 20 FPS even though the settings are at 59 FPS. And Watch Dogs "Auto-Detects" the 780 on Medium settings... not right.
Things I've done:
Tested everything accordingly, prime95 (4 hours), FurMark (took like 2.5 mins), and memdiag
I've done a system restore, and reinstalled everything to no avail
Tried switching the bus that the GPU is on
Would love to get this machine working. I'm almost certain the GPU is the issue, but could it be the motherboard?

Video, but realize there is also hardware lag (wth?) and the stutters in real life aren't nearly as big

Ram: 16GB 1600Mhz ram (Even though is says 3.96 usable [Windows 7 pro 64bit])
PSU: 800w PSU
Mobo: ASRock 970 r2.0
