Help something wrong with my display

So i actually dont know is this a graphics card problem or a monitor problem
I dont know how to search this problem on internet

Edit: my gpu is rx550 4gb sapphire
My monitor is aoc 22inch ips monitor I2280SWD/70
I use dvi to connect it
 
Solution
if your mb has onboard video pull the gpu see if the error follows the video card or the monitor. if your mb does not have onboard video plug the monitor into another input ie laptop or xbox.
Try to re plug gpu, if not download ddu (display driver uninstaller),
Go to safe mode with shift+restart method -> https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10

Then extract ddu and run it as admin ,clean+restart,
Download latest chipset drivers for your motherboard, install them, restart if prompted, then proceed to download amd drivers for your gpu, select model, dont do automatic. After instalation report back if its fixed, if not we will try other methods.

Ive had that issue with my R7 250, ive found out that pcie speed should be 100Mhz but somewhat on my old mobo was 99 or some random and caused these glitches, just to note you cannot change if the motherboard doesnt allow overclocking.
Usually in games is normal, but on desktop is rather anoying.
