The PSU is not too good but can hold its own for now...
https://www.techpowerup.com/review/corsair-tx750-v2/8.html (should be your next upgrade)

Windows should not be a problem...
https://www.tomshardware.com/reviews/get-windows-10-free-or-cheap,5717.html

The case and HDD can be salvaged for reuse.

The rest should look like this for gaming as surfing is not demanding at all...

PCPartPicker Part List

Type|Item|Price
:----|:----|:----
CPU | AMD Ryzen 7 3800X 3.9 GHz 8-Core Processor | $338.99 @ B&H
Motherboard | Asus TUF GAMING X570-PLUS (WI-FI) ATX AM4 Motherboard | $189.99 @ Best Buy
Memory | G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 Memory | $83.99 @ Newegg...
You're going to want an SSD. Trust me.

Now isn't a fantastic time to buy. So if you're looking to buy in 1-2 months, come back in June. Any builds people do now will probably be irrelevant by that time.

Intel JUST launched their 10 series CPUs (which will probably spur a price reduction on AMD Ryzen 3000 series CPUs). And AMD is supposedly launching their more budget friendly B550 mobos on June 15.

Thanks for the PSU advice. I just bought the parts listed. Seeing the PSU is 10 yrs old, what would be a good replacement ~$100?
