I recently bought a new GPU, so and to install it, I downloaded DDU and attempted to boot into safe mode via settings > system > recovery > advanced startup (restart now). This, however, did NOT bring me to a screen displaying "Choose an option" with "troubleshooting" as desired, but instead to a blue screen reading

with 4 options that did the the following when pressed:
Press Enter to try again
- flashes the screen for a millisecond, nothing happens
Press F1 to enter recovery mode
- sends me back to windows login
Press F8 for Startup Settings
- flashes the screen for a millisecond, nothing happens
Press Esc for UEFI Settings
- sends me to BIOS
Ok, windows is windows, I press f1 and login and look up another way to boot into safe mode. Video says msconfig > boot > safe boot (minimal). I try this, then windows simply boots into login screen, but this time it says "Something happened and your PIN isn't available. Click to set up your PIN again." Click it > "Enforced policy allows only administrators to sign-in in Safe Mode." Only buttons on screen are internet (no internet, however, despite ethernet plugged in), accessibility, and power (shut down and restart). I tried shift and restart, which sends me back to recovery screen where enter and f8 don't work, f1 just sends me back to locked login screen. I have found, however, if I power on / power off three times, it sends me to the recovery screen also, but this time the f8 button works????? So only if I boot in this fashion can I access the startup settings screen. When I do this, there are 9 options:
1-6
Enable debugging, boot logging, low-resolution video, safe mode, safe mode with networking, safe mode with command prompt
7-9
Disable driver signature enforcement, early launch anti malware, automatic restart
plus "enter to return to your os".
So far, I've tried the three safe modes and enter, all sending me back to the deadend login screen. When choose with networking the internet is connected ofc.
I can't find anything online to help me besides "windows boot key usb stick", which I have on hand, but I would much rather not do that if I don't have to, I installed windows completely fresh somewhat recently. For reference, I'm trying to follow this article

But I can't get past step 2 as I have still yet to access the choose an option screen with troubleshoot. I'm completely lost and it has taken hours just to get to this point, especially since something my monitor will enter sleep mode and not receive any signal (a problem I've had for months), please help me.
