How to fix after opening the context menu on a Windows 10 desktop, there is a 20 second delay to select 'New' in the sub context menu

Which context menu or menu's? Or just always the "New" selection?

Try to discover what the desktop is doing during the 20 second delay.

Task Manager and Resource Monitor may help you do that.

Open one or the other and drag the window aside where you can easily see and read the window.

Then open the problem context menu. Look for changes in Task Manager (or Resource Monitor as may be the case). You may spot some buggy app, process, or service.

Windows 10 troubleshooters may find and fix something.

Or running "sfc /scannow" via the Command prompt could repair some bug or corruption.
