Help upgrading my PC from RX 460 to RX 590

My PC currently has a GIGABYTE GA-78LMT-S2 Motherboard, an AMD RX 460 Graphics Card, a AMD FX 4300 Quad core processor.

I like to play video games a lot but quite often my game will drop to 40 fps and it is quite annoying to have that change so suddennly. I have two questions.

1. I am thinking about buying a AMD Radeon RX 590 Graphics card to help it run better since mine is outdated and i wanted to know if this would be compatible with my motherboard?

2. Do you think i should upgrade anything else? Or reworded, what would you do in this situation?

First, the GPU isn't the cause of the FPS drops here, it's because you don't have an SSD that the games are installed on.
Second, you RX 590 won't be good for your current system because your CPU will slow it down (bottleneck).
I do think you should get a full platform upgrade, the FX series just can't handle today games well...
The Ryzen lineup is very cheap now and you can get yourself a great gaming PC for a very low investment you should think on that (if you do want to do it tell me what is your budget for that and I will pick some parts for you).
For the meantime the only thing I have to buy is an SSD, I recommend this one...
