help upgrading my pc

well first my current build
cpu - intel i-5 2nd gen
os - win 10 pro 32 bit
cpu cooler - Cooler Master Hyper 212X Cooler
motherboard - intel dh61ww
psu - Corsair SMPS CX500 500 Watts PSU
cabinet - Cooler Master N300 Computer Case
graphic card - ASUS Radeon R7260X-DC2OC-2GD5
ram - Corsair Vengeance (1 x 8 GB) 1600 MHz DDR3 DIMM

now as u can see though working quite fine it still old processor and i would like to upgrade to an new system plz suggest me which processor u think i should get but keep in mind my budget is limited to rs.30000 i.e roughly $463.i also have to change motherboard as old one is well to old don't support usb 3.0 either.
i have in mind intel i-5 4590k it roughly $280-$300 in local store.if u have any better plz suggest also wana say i an heavy gamer so keep in mind while suggesting that its for gaming pc

Cross-firing 2 different gpus won't work. You will need similar ones. (R7 370 + R9 270x works, if I remember right, for example)

It would be better to just use majority of your budget on new gpu. GTX960 would be perfect, with that you wouldn't even need to change PSU. 970 would be very great but requires new PSU.

It may not re-sell for much, but it's still something. For someone, even that R7 260X will be great upgrade.
Well first off all, there is no i5 2nd gen that is 32-bit, at least not on Desktop side. Not even 1st gen. Maybe you are thinking of 32nm microarchitecture/manufacturing process?

2nd: your system is still fine and you just need new gpu.
That's all you need.

my bad
just that i am currently running 32bit OS.and wanna upgrade to 64bit so decided to get a new processor too as it an old one i asked around local shop they suggested i-5 4670k for 17500rs ,i.e $270 and the Intel DH87MC 4th Generation Motherboard for Rs.11000,i.e $170. is that good enough for gaming
and i am only changing processor (cause it old) and motherboard( mainly because this motherboard doesn't support usb 3.0 + its old too) other wise i do

I agree with Sapphire. I my self am using a 2nd gen i5 and it games perfectly. As Sapphire said it will support a high end graphics card with out bottleneck and you will see a greater performance gain with a new graphics card then you will with a new course for gaming.

OK than how about i change my motherboard to https://www.asus.com/Motherboards/P8Z77V_LK/specifications/ and get an asus r9 270x which is 16000/- ,i.e $247 and crossfire it with my current GPU will that work will my current processor handle it.cause honestly just switching will waste my current card as they don't get much resale value and it working perfectly

k ill see what i can get for my r7 will postpone buying new one till i sell my gpu but will at least change my board as it too old with not even support for USB 3.0.
so, ill keep my old processor and just change my
1). board and
2).gpu
any suggestion regarding which brand gtx960 should i go for

 
Do you even need USB 3.0?
Do you use USB flash drives/external HDD that much?
Because those are the only things where USB 3.0 helps. It makes absolutely no difference when using it for peripherals like mouse or keyboard.

Asus, EVGA, MSI or Gigabyte are best GPU manufacturer brands.
Asus with their Strix, MSI with Gaming xG, GIgabyte with Gaming WF/Gaming G1 and EVGA with SSC ACX2.0 or FTW ACX 2.0.
