Help upgrading PC

I purchased a PC around 5 years ago in 2014 and I'm currently hoping to upgrade it this year. However I have no experience with building or upgrading PCs so any help would be greatly appreciated.

My Specs are (I Think):

-Gigabyte Z97-HD3 Motherboard

-Intel Core i7-4790K CPU @4.00 GHz

-2x 8GB DDR3 SDRAM PC3-10600 (16.0GB Dual-Channel DDR3 @ 666MHz (9-9-9-24))

-AMD Radeon HD 7900 Series (But according to software it says AMD R9 280x)

-Not sure what power supply or how to find that out.

What Should I be changing to be able to play all upcoming games like Anthem, Metro 1080p @144fps.
My budget is around 1500AUD~1000USD (Im living in Australia)

I will just get RTX 2060 and a 550+ good quality psu to start with. See what fps you can get with overclocking. What cooler is it?

So I opened my PC for the first time, its really dusty and I found out what my power supply is, not too sure about the cooler but I got a pic of it. Also how do i go about cleaning my PC, it looks like shit. Also I was wondering why you would suggest a 2060 instead of a 2070/80.

So you don’t need a new psu. Cooler master V1000 is solid. 2060 is good enough for 1080p 144fps. You can get better but you may need that money to upgrade cpu. Compressed air is the only way. No cloth.

So if I got a 2070 or 2080 would it be compatible with my parts, would I have to upgrade something else?
