HELP!! VGA on win 8.1 kaby lake

HELP!!!

I have MSI B250M MORTAR motherboard and Kaby Lake procesor.
Have old 1080p ACER V243HQ monitor witch have just vga output.

Try to use vga to hdmi cable and no signal to monitor. Trying to use vga to dvi adapter and no signal to the monitor. Trying in bios swish off and on on-board graphics -nothing.

I put inside hd6350 old video cards from my old dell computer and use original vga cable with DVI-I ( DMS-59 ) adapter and then everything works fine.
Bouth GTX 1070 today and same thing cant get signal to monitor - not with dvi adapter and not with HDMI cable.
Thinking to buy vga to display port adapter, maybe that will resolve problem.
1070 is installed properly - i put on secound psi express hd6350 and get monitor on . install evrything and shows in device manager - card runs perfektly - spins and lights on. Im using windows 8.1 and maybe thats the problem, becouse kaby lake just support windows 10 - dont know. Then if i go in MSI page and look for drivers i notice that VGA drivers saying that supports just Sky Lake CPU for 8.1 windows, butt all cpus for win 10. so maybe thats the problem. dont know - any advice please ?
 
Are you sure that active VGA to DVI adapter will resolve problem? Im thinking to update monitor in near future anyway, so dont want to invest in this much. Maybe just need to buy some another new monitor now. Cant deside with monitor to go for. Not playing games mush - maybe 1h a day max. - scgo and need for speed. Cant make my mind between thees two ACER PREDATOR XB271HU 1440P 165HZ IPS vs LG 24UD58-B - 24" IPS LED Monitor - 4K UltraHD?

Like i sad im not playing mush - but i have two small kids who will play a lot probably in futre. Just realy would like 4k experience for futre and LG is £200 cheaper. Advise ?
