So other than internal PC components I'm pretty ignorant when it comes to how my computer is able to connect to the internet so I'm at a sort of loss with what to do in my current situation.

Which is to do with quoted speeds from ISP and speeds that I actually get, my quoted speed from Sky is 30Mb down and 10Mb up (although I think my family is upgrading to fibre soon which would bring it to about 300 down and 50 up), however, when on my computer which is located about 3 flights of stairs away from the router/modem combo thing from Sky and connected via a wireless ethernet bride. (something like this:
https://www.amazon.co.uk/TL-PA4010KIT-V1-20-Powerline-Configuration-UK/dp/B01BECPIMC/ref=pd_lpo_vtph_147_bs_tr_t_1?_encoding=UTF8&psc=1&refRID=YV64P3G67X909NK4YWEW
though thats not the exact model) I only get around 5Mb down and 1Mb up which is reasonably frustrating when trying to watch video and download something at the same time or even just download something, for example with steam if I'm download a game i don't expect to get the full 3.75MB (30/8 as steam uses different units) but i end up getting closer to around 900KB.

Now I'm not sure if all of what I've just said will help I just wanted to provide some context to the problem and if it helped with any suggested solutions. I've been trying to research it though i just get confused, as I don't know would it help me to get a router (such as this:
https://www.amazon.co.uk/dp/B003Y5RYNY/ref=wl_it_dp_o_pC_nS_ttl?tag=skim0x3152-21&_encoding=UTF8&colid=77Q6GC953H8Y&coliid=I3MS5WHRST0ELV&psc=1)
and just connected that directly though Ethernet or run an Ethernet cable all the way downstairs.

Any tips and suggestions appreciated if you need more information I will try and provide.
Thanks in advance.

Solution
you choke point is two fold. 1 router to powerline -> electrical house line <- powerline ->computer
1. your powerline device has a max speed, which model will dictate what it "can" do.
2. the house wirirng isn't the best medium, especially if your wirring from your room to the router runs through the breaker box. and ther age of said breaker box. there are so many reasons for electrical power loss, cross wires causing interference fields etc that WILL slow your speed down.

I suggest getting an Wireless repeater instead, the kind that use Wi-Fi for signal to the router and wire to the pc.
I personally use one in a shed about 60 feet from my house and about 85 feet from router.

I use the 5GHZ for signal connection to router and wired...

I use the 5GHZ for signal connection to router and wired a pc in the shop (watch xfinity football/tv while working on stuff.)
and I get on my 150MB/10MB connection, 25-30MB/5-6MB on my pc speed test.

maybe a solution for you.

it works, no hiccups... work a shot, and cheap, I use a RE210 | AC750 Wi-Fi Range Extender | TP-Link older model, I am sure other models can possible get better performance.
