Help! what is LockXP.exe

Hay I found this file at:
http://www.kellys-korner-xp.com/xp_tweaks.htm

can someone tell me what this file does?
it seems to take a long time to switch users and i was trying to speed it up
some.
this file says:
( Lock XP with fast user switching enabled )

or is there another way to do it?

im running windows XP with SP2

Thanks and your right.
seems i have done some looking and found that i have fast user switching
setup already.
seems that it is just a slow.
Maybe more memory will help, Memory never hurts!
i only have 256 megs now.
