HELP!!! Will GLI's solve my problem? Annoying crackling in speakers!!! (unsolved)

Okay, so here's the problem: for the longest time, I had my super sexy monitor for my audio output, but on my machine there was a crapload of static. It would affect everything, and it happened especially when I plugged it in the back of my machine. From the front end, it wasn't so bad, but it was still there. So, I thought maybe it was just because the speakers were really crappy. Then, I got new speakers for Christmas today. Tried it out, and the static is still there. Same issue, and these are brand new speakers so I know it cannot be the speakers.

So, I looked at this and this to hopefully try to eliminate the problem.

This is my question: these are the two options pretty much anywhere I can look on amazon; is there really any practical difference between these two? Also, does it reduce bass significantly in my speakers, do you think? These are my speakers.

An update for this thread.

So, when I woke up this morning, I actually found that there was little to no static on my speakers.

Hard-reset my computer, and bam - the problem is back. It is a weird noise to describe; when I play music on Pandora, you can hear like a static crackling noise, which distorts the sound intermittently (like, 2/3 times per second.) It is REALLY annoying! I really need those GLI's I think

UIPDATE 2: Okay, so I said that it got really annoying after restarting, so I turned off my music. Well, maybe about 30 minutes later, I decided to put music on again, and there doesn't seem to be any crackling noise.

This makes zero sense whatsoever.

UPDATE 3: Okay, well, I tried playing a game and I did notice it seemed to show up when the bass is really pronounced for some reason. Tried running the same game on my laptop connected through the same speakers, and it is playing the sounds flawlessly.
