vssvc.exe = windows shadow copy

Manages and implements Volume Shadow Copies used for backup and other purposes. If this service is stopped, shadow copies will be unavailable for backup and the backup may fail. It is suggested that you leave this service set to Manual.

Are you running backups? I think system restore uses it as well.
did you get any windows updates recently?

No, I'm not running backups. Yes, I think it was installing updates, but sometimes out of nowhere disk usage becomes 100% even without installing updates. I formatted my PC yesterday and installed Windows 10 again right after I posted this, still disk usage at 100% it never changes driving me CRAZY! I can't do anything, I can't play games, nor browse comfortably. Do you think the problem is from my hardware? Because my PC is 2 years old.

Thought so, its a bug in the Windows 10 OS that Microsoft still hasn't fixed, all OS's before 10 never had this issue.

If your Master Drive is a HDD then this will occur but if you have a SSD as your Master Drive and a HDD for your second then this issue will not occur. Back when i had a HDD as my main i had this issue and i found that no one else had found a fix for the issue yet. I emailed Microsoft and they acknowledged it was a known issue.

I have a 250GB SSD and a 1TB HDD and i have had no storage usage issues since i switch my main drive to SSD and pulled my HDD down to second.

But, this problem happened to me in Windows 7 as well, that's why I switched from Windows 7 to Windows 10, do you think installing Windows 7 again would solve this problem?

Hmm well that's interesting, your the first case i've seen that has had 100% on Windows 7. Do you not have any spare drives you can test? Either that or see if you can put the drive in another pc.
