help windows 8

I just finished putting together my first pc am am trying to install windows 8.1 but it gets stuck on a black screen with the blue window logo help don't know what to do

How long for? Some W8 installations stick on that for several minutes while expanding files in the background.

On another occasion, it will show a screen with the percentage of files expanded. There seems to be no logic to that behaviour.
