Help with $700 Budget PC Please

My friend has a $700 budget for building a computer and he needs help.

does he need an OS/monitor/peripherals? what country do you live in? if he has a monitor what resolution? what games does he play?

USA. He has a monitor and keyboard and mouse. His resolution is 1920 x 1080. He plays games like Civilization and mmorpgs like Tera and some games with lower requirements such as terraria. He does not have a OS but plans on getting windows 7.

keep in mind that that GPU is pretty overkill for the games you listed, does he plan on playing more intense games?

Yes he does plan on playing more intense games, but atm with his old computer those are the games he is playing for now. I like the http://pcpartpicker.com/p/JrPt23 build alot, but I just wanna double check that the GPU will fit in that case.

there is not actually a GPU on pcpartpicker.com that wont fit into this case. It also comes with 2 fans which is great for this budget.
