The Ryzen 2600 has a good boost speed so manually overclocking isn't required but you do have the option. I changed the stock CPU cooler to the CM EVO 212 Black as it will keep the CPU a bit cooler but is much quieter. The 1660 ti is a excellent GPU and will allow you to play on higher settings but depending on the game you may want to lower them to keep the FPS high. If you need more storage now then change the 1660 ti to the 1660 6gb and use the savings for a 2TB HDD.

The stock cooler on the 2600X is better then that aftermarket cooler so it's not needed. Also the memory is slower which could affect performance by a few FPS and not getting s SSD nowadays with your budget really isn't a good idea as it speeds up everything.

If the monitor needs to be in the budget I could rework the build.
