Im looking to build a cheap gaming pc for mainly League of Legends. I’ve already tried to build a computer in past and didn’t finish. I currently have Asus - M5A99FX PRO R2.0 ATX AM3+ Motherboard, and also G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800). What else would be recommended to finally finish this build without burning a hole in my pocket?. Is the motherboard obsolete?

The motherboard you have is very good.
You also have plenty of ram.
Normally, I do not advocate spending more on the fx line, the processors are not very good in single thread performance that games need.
But, you can buy a FX-6300 or similar for $30-$40 on ebay.
It has a passmark rating of 6384 and a single thread rating of 1408.
Even the FX-8 processors are no better; you get more threads but the same speed cores.

Even the cheapest 8th gen processor will do better.

You will get fair value in graphics cards at every price point.
If you play fast action games, budget more for your graphics card.
I might guess that a GTX1050ti would be appropriate.

The graphics card is what determines the wattage you need for a psu.
Here is a handy chart:

A GTX1050ti needs only minimal power, but you will find that a 450-550w psu will not cost any more and will run a GTX1060 or GTX1080 in the future.
More important than wattage is the quality of the unit.
I know you have a limited budget, but the last place to go cheap is the psu.
Buy a tier 1/2 unit from a quality list such as this:

I particularly like the Seasonic focus gold units.
They are often on sale this time of the year.
